Davis Memorial Commission, the Department of Labor, the Department of Mines, the Scenic Rivers Commission, the Oklahoma Tourism and Recreation Department, the Oklahoma Water Resources Board, the Will Rogers Memorial Commission, the Alcoholic Beverage Laws Enforcement Commission, the Office of the State Fire Marshal, the Oklahoma State Bureau of Investigation, the Council on Law Enforcement Education and Training, the Board of Medicolegal Investigations, the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control, the Pardon and Parole Board, the Department of Public Safety, the Office of the Attorney General, district attorneys and the District Attorneys Council, the Court of Criminal Appeals, the Supreme Court, the Council on Judicial Complaints, the Workers’ Compensation Court, the Oklahoma Indigent Defense System, and the Department of Corrections; stating amounts of the appropriations; stating purposes and restrictions; authorizing and requiring certain expenditures; requiring transfer of certain funds; and providing an effective date.

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

SUBCOMMITTEE ON EDUCATION

     SECTION 1.      There is hereby appropriated to the State Board of Education from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of One Billion One Hundred Eighty-one Million Five Hundred Ninety-four Thousand Four Hundred Dollars ($1,181,594,400.00) or so much thereof as may be necessary for the financial support of public schools.

     SECTION 2.      There is hereby appropriated to the State Board of Education from any monies not otherwise appropriated from the Education Reform Revolving Fund created in Section 41.29b of Title 62 of the Oklahoma Statutes, the sum of Six Hundred Thirty-three Million One Hundred Eighty-four Thousand Nine Hundred Seventy-seven Dollars ($633,184,977.00) or so much thereof as may be necessary for the financial support of public schools.

     SECTION 3.      The State Board of Education is hereby authorized to expend during the fiscal year ending June 30, 2010, from the Common Education Technology Revolving Fund of the State Treasury, the sum of Thirty-three Million One Hundred Ninety-six Thousand Eight Hundred Ninety-three Dollars ($33,196,893.00) or so much thereof as may be necessary for the financial support of public schools.

     SECTION 4.      There is hereby appropriated to the State Board of Education from any monies not otherwise appropriated from the Mineral Leasing Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Four Million Eighty-five Thousand Dollars ($4,085,000.00) or so much thereof as may be necessary for the financial support of public schools.

     SECTION 5.      There is hereby appropriated to the State Board of Education from any monies not otherwise appropriated from the Mineral Leasing Fund of the State Treasury for the fiscal year ending June 30, 2008, the sum of One Million Seven Hundred Twenty Thousand Six Hundred Thirty-six Dollars ($1,720,636.00) or so much thereof as may be necessary for the financial support of public schools.

     SECTION 6.      There is hereby appropriated to the State Board of Education from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Four Hundred Fifty-eight Million Five Hundred Fifty-four Thousand One Hundred Twenty-eight Dollars ($458,554,128.00) or so much thereof as may be necessary for the support of public schools activities.

     SECTION 7.      There is hereby appropriated to the State Board of Education from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2008, the sum of Thirty-three Million Dollars ($33,000,000.00) or so much thereof as may be necessary for the purchase of textbooks.

     SECTION 8.      There is hereby appropriated to the State Board of Education from any monies not otherwise appropriated from the Oklahoma Education Lottery Trust Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Twenty-eight Million Five Hundred Eighteen Thousand Five Hundred Twenty-five Dollars ($28,518,525.00) or so much thereof as may be necessary for the financial support of public schools.

     SECTION 9.      There is hereby appropriated to the State Board of Education from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Twenty-four Million Two Hundred Fifty-five Thousand Five Hundred Forty-two Dollars ($24,255,542.00) or so much thereof as may be necessary for administrative and support functions of the State Department of Education.

     SECTION 10.      There is hereby appropriated to the State Board of Education from any monies not otherwise appropriated from the Oklahoma Education Lottery Trust Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Three Million One Hundred Sixty-eight Thousand Seven Hundred Twenty-five Dollars ($3,168,725.00) or so much thereof as may be necessary for transfer to the School Consolidation Assistance Fund.

     SECTION 11.      There is hereby appropriated to the State Board of Education from any monies not otherwise appropriated from the Oklahoma Education Lottery Trust Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Three Million One Hundred Sixty-eight Thousand Seven Hundred Twenty-five Dollars ($3,168,725.00) or so much thereof as may be necessary for transfer to the Teachers’ Retirement System Dedicated Revenue Revolving Fund.

     SECTION 12.      There is hereby appropriated to the Commissioners of the Land Office from any monies not otherwise appropriated from the Commissioners of the Land Office Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Four Million Five Hundred Twenty-four Thousand Three Hundred Thirty-nine Dollars ($4,524,339.00) or so much thereof as may be necessary to perform the duties imposed upon the Commissioners of the Land Office by law.

     SECTION 13.      There is hereby appropriated to the Board of Trustees of the Oklahoma School of Science and Mathematics from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Seven Million Five Hundred Forty-six Thousand Seven Hundred Six Dollars ($7,546,706.00) or so much thereof as may be necessary to perform the duties imposed upon the Board of Trustees of the Oklahoma School of Science and Mathematics by law.

     SECTION 14.      There is hereby appropriated to the Oklahoma Commission for Teacher Preparation from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of One Million Nine Hundred Fifteen Thousand Seven Hundred Eighty-three Dollars ($1,915,783.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Commission for Teacher Preparation by law.

     SECTION 15.      There is hereby appropriated to the State Board of Career and Technology Education from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of One Hundred Fifty-four Million Three Hundred Four Thousand Eight Hundred Eighty-one Dollars ($154,304,881.00) or so much thereof as may be necessary to perform the duties imposed upon the State Board of Career and Technology Education by law.

     SECTION 16.      There is hereby appropriated to the State Board of Career and Technology Education from any monies not otherwise appropriated from the Oklahoma Education Lottery Trust Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Three Million Four Hundred Eighty-five Thousand Five Hundred Ninety-eight Dollars ($3,485,598.00) pursuant to paragraph 2 of subsection C of Section 713 of Title 3A of the Oklahoma Statutes for allocation by the State Board of Career and Technology Education for the education and general operating budgets of the institutions and for other programs, construction, renovations or repairs administered by the State Board of Career and Technology Education.

     SECTION 17.      There is hereby appropriated to the Oklahoma State Regents for Higher Education from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Seven Hundred Seventy-three Million Five Hundred Sixty-four Thousand Eight Hundred Forty-seven Dollars ($773,564,847.00) or so much thereof as may be necessary for allocation by the Oklahoma State Regents for Higher Education pursuant to the provisions of Article XIII-A of the Oklahoma Constitution for the education and general operating budgets of the institutions and for other programs, construction, renovations or repairs administered by the Oklahoma State Regents for Higher Education. Of those funds appropriated, the sum of Four Million Three Hundred Forty-four Thousand Six Hundred Fifty Dollars ($4,344,650.00) shall be transferred to the Oklahoma Tuition Equalization Grant Trust Fund to implement the provisions of the Oklahoma Tuition Equalization Grant Act.

     SECTION 18.      The Oklahoma State Regents for Higher Education are hereby authorized to expend during the fiscal year ending June 30, 2010, the sum of Thirty-three Million One Hundred Ninety-six Thousand Eight Hundred Ninety-three Dollars ($33,196,893.00) from the Higher Education Capital Revolving Fund of the State Treasury for allocation by the Oklahoma State Regents for Higher Education pursuant to the provisions of Article XIII-A of the Oklahoma Constitution for the education and general operating budgets of the institutions and for other programs, construction, renovations or repairs administered by the Oklahoma State Regents for Higher Education.

     SECTION 19.      The Oklahoma State Regents for Higher Education are hereby authorized to expend during the fiscal year ending June 30, 2010, the sum of Thirty-three Million One Hundred Ninety-six Thousand Eight Hundred Ninety-three Dollars ($33,196,893.00) from the Oklahoma Student Aid Revolving Fund of the State Treasury for allocation by the Oklahoma State Regents for Higher Education pursuant to the provisions of Article XIII-A of the Oklahoma Constitution for the education and general operating budgets of the institutions and for other programs, construction, renovations or repairs administered by the Oklahoma State Regents for Higher Education.

     SECTION 20.      There is hereby appropriated to the Oklahoma State Regents for Higher Education from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2008, the sum of One Hundred Twenty-nine Million Two Hundred Thirty-three Thousand Three Hundred Ninety Dollars ($129,233,390.00) for allocation by the Oklahoma State Regents for Higher Education pursuant to the provisions of Article XIII-A of the Oklahoma Constitution for the education and general operating budgets of the institutions and for other programs, construction, renovations or repairs administered by the Oklahoma State Regents for Higher Education.

     SECTION 21.      There is hereby appropriated to the Oklahoma State Regents for Higher Education from any monies not otherwise appropriated from the proceeds of the sale of bonds deposited in the Oklahoma Building Bonds of 1992 Fund A in the State Treasury, the sum of Eight Thousand Six Hundred Eighty-two Dollars ($8,682.00) or so much thereof as may be necessary for allocation by the Oklahoma State Regents for Higher Education pursuant to the provisions of Article XIII-A of the Oklahoma Constitution for the education and general operating budgets of the institutions and for other programs, construction, renovations or repairs administered by the Oklahoma State Regents for Higher Education.

     SECTION 22.      There is hereby appropriated to the Oklahoma State Regents for Higher Education from any monies not otherwise appropriated from the proceeds of the sale of bonds deposited in the Oklahoma Building Bonds of 1992 Fund B in the State Treasury, the sum of Three Thousand Five Hundred Thirteen Dollars ($3,513.00) or so much thereof as may be necessary for allocation by the Oklahoma State Regents for Higher Education pursuant to the provisions of Article XIII-A of the Oklahoma Constitution for the education and general operating budgets of the institutions and for other programs, construction, renovations or repairs administered by the Oklahoma State Regents for Higher Education.

     SECTION 23.      There is hereby appropriated to the Oklahoma State Regents for Higher Education from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of One Million Four Hundred Thousand Dollars ($1,400,000.00) or so much thereof as may be necessary for expenditures for concurrent enrollment pursuant to Section 628.13 of Title 70 of the Oklahoma Statutes.

     SECTION 24.      There is hereby appropriated to the Oklahoma State Regents for Higher Education from any monies not otherwise appropriated from the Oklahoma Education Lottery Trust Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Twenty-five Million Thirty-two Thousand Nine Hundred Twenty-seven Dollars ($25,032,927.00) pursuant to paragraph 2 of subsection C of Section 713 of Title 3A of the Oklahoma Statutes for allocation by the Oklahoma State Regents for Higher Education pursuant to the provisions of Article XIII-A of the Oklahoma Constitution for construction, renovations or repairs administered by the Oklahoma State Regents for Higher Education or for any other purpose authorized by paragraph 2 of subsection C of Section 713 of Title 3A of the Oklahoma Statutes.

     SECTION 25.      There is hereby appropriated to the Oklahoma State Regents for Higher Education from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Five Million Five Hundred Sixty-one Thousand Two Hundred Sixty-six Dollars ($5,561,266.00) or so much thereof as may be necessary for the general operating budget of the Administrative Offices of the Oklahoma State Regents for Higher Education.

     SECTION 26.      There is hereby appropriated to the Oklahoma State Regents for Higher Education from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Seven Hundred Fifty Thousand One Hundred Twenty Dollars ($750,120.00) or so much thereof as may be necessary for the Office of Accountability to perform the duties imposed upon the Office of Accountability by law.

     SECTION 27.      There is hereby appropriated to the Physician Manpower Training Commission from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Four Million Seven Hundred Thirty-six Thousand Eight Hundred Fifty-seven Dollars ($4,736,857.00) or so much thereof as may be necessary to perform the duties imposed upon the Physician Manpower Training Commission by law.

     SECTION 28.      There is hereby appropriated to the Physician Manpower Training Commission from any monies not otherwise appropriated from the Special Cash Fund of the State Treasury, the sum of Four Hundred Thousand Dollars ($400,000.00) or so much thereof as may be necessary to perform the duties imposed upon the Physician Manpower Training Commission by law.

     SECTION 29.      The Oklahoma Board of Private Vocational Schools is hereby authorized to expend during the fiscal year ending June 30, 2010, from the Oklahoma Board of Private Vocational Schools Revolving Fund of the State Treasury, the sum of One Hundred Seventy-nine Thousand Seven Hundred Seventy-three Dollars ($179,773.00) or so much thereof as may be necessary to perform the duties imposed upon the Board of Private Vocational Schools by law.

     SECTION 30.      There is hereby appropriated to the Oklahoma Arts Council from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Five Million One Hundred Fifty Thousand Two Hundred Fifty-seven Dollars ($5,150,257.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Arts Council by law.

     SECTION 31.      There is hereby appropriated to the Oklahoma Educational Television Authority from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Four Million Eight Hundred Thirty Thousand Seven Hundred Seventy-six Dollars ($4,830,776.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Educational Television Authority by law.

     SECTION 32.      There is hereby appropriated to the Oklahoma Department of Libraries from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Seven Million Two Hundred Ninety-four Thousand Five Hundred Fifty-six Dollars ($7,294,556.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Department of Libraries by law.

     SECTION 33.      There is hereby appropriated to the Oklahoma Center for the Advancement of Science and Technology from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Twenty-two Million Twenty-six Thousand Five Hundred Sixty-three Dollars ($22,026,563.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Center for the Advancement of Science and Technology by law.

SUBCOMMITTEE ON GENERAL GOVERNMENT AND TRANSPORTATION

     SECTION 34.      There is hereby appropriated to the Office of the State Auditor and Inspector from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Five Million Five Hundred One Thousand Two Hundred Dollars ($5,501,200.00) or so much thereof as may be necessary to perform the duties imposed upon the Office of the State Auditor and Inspector by law.

     SECTION 35.      There is hereby appropriated to the Office of the State Auditor and Inspector from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Three Hundred Seventy-two Thousand Dollars ($372,000.00) or so much thereof as may be necessary to perform the duties imposed upon the Commission on County Government Personnel Education and Training. The appropriation made in this section shall be expended exclusively for the purpose so stated and shall not be transferable.

     SECTION 36.      There is hereby appropriated to the Office of the State Bond Advisor from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of One Hundred Seventy-three Thousand Three Hundred Seventy Dollars ($173,370.00) or so much thereof as may be necessary to perform the duties imposed upon the Office of the State Bond Advisor by law.

     SECTION 37.      There is hereby appropriated to the Department of Central Services from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Eleven Million One Hundred Ninety-five Thousand Seven Hundred Eighty-five Dollars ($11,195,785.00) or so much thereof as may be necessary to perform the duties imposed upon the Department of Central Services by law.

     SECTION 38.      There is hereby appropriated to the Department of Central Services from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of One Hundred Fifty-one Thousand Five Hundred Eighteen Dollars ($151,518.00) or so much thereof as may be necessary to maintain the Hissom Memorial Center.

     SECTION 39.      There is hereby appropriated to the Department of Central Services from any monies not otherwise appropriated from the Public Building Fund of the State Treasury for the fiscal year ending June 30, 2008, the sum of One Million Four Hundred Seventeen Thousand Five Hundred One Dollars ($1,417,501.00) to be transferred to the Building and Facility Revolving Fund created in Section 63.1 of Title 74 of the Oklahoma Statutes for the purpose of maintaining state buildings operated by the Department of Central Services.

     SECTION 40.      There is hereby appropriated to the Department of Central Services from any monies not otherwise appropriated from the Public Building Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of One Million Five Hundred Thirty-eight Thousand Four Hundred Forty-nine Dollars ($1,538,449.00) or so much thereof as may be necessary to be transferred to the Building and Facility Revolving Fund created in Section 63.1 of Title 74 of the Oklahoma Statutes for the purpose of maintaining state buildings operated by the Department of Central Services.

     SECTION 41.      There is hereby appropriated to the Department of Central Services from any monies not otherwise appropriated from the Special Cash Fund of the State Treasury, the sum of Three Million One Hundred Thousand Dollars ($3,100,000.00) or so much thereof as may be necessary to perform the duties imposed upon the Department of Central Services by law.

     SECTION 42.      There is hereby appropriated to the State Election Board from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Six Million Two Hundred Twenty Three Thousand Five Hundred Sixty-nine Dollars ($6,223,569.00) or so much thereof as may be necessary to perform the duties imposed upon the State Election Board by law.

     SECTION 43.      There is hereby appropriated to the State Election Board from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2008, the sum of One Hundred Fifty Thousand Dollars ($150,000.00) or so much thereof as may be necessary to perform the duties imposed upon the State Election Board by law.

     SECTION 44.      There is hereby appropriated to the Oklahoma Department of Emergency Management from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Seven Hundred Eighty-eight Thousand Three Hundred Twenty-nine Dollars ($788,329.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Department of Emergency Management by law.

     SECTION 45.      There is hereby appropriated to the Ethics Commission from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Six Hundred Twenty One Thousand Two Hundred Three Dollars ($621,203.00) or so much thereof as may be necessary to perform the duties imposed upon the Ethics Commission by law.

     SECTION 46.      There is hereby appropriated to the Office of State Finance from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Twelve Million Eighty-one Thousand Four Hundred Thirty-four Dollars ($12,081,434.00) or so much thereof as may be necessary to perform the duties imposed upon the Office of State Finance by law.

     SECTION 47.      There is hereby appropriated to the Office of State Finance from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2008, the sum of Eleven Million Dollars ($11,000,000.00) or so much thereof as may be necessary to perform the duties imposed upon the Office of State Finance by law.

     SECTION 48.      There is hereby appropriated to the Office of the Governor from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Two Million Four Hundred Seventy-five Thousand Six Hundred Forty-two Dollars ($2,475,642.00) or so much thereof as may be necessary to perform the duties imposed upon the Office of the Governor by law.

     SECTION 49.      There is hereby appropriated to the Oklahoma House of Representatives from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Seventeen Million Eight Hundred Thirty-four Thousand Eighty-four Dollars ($17,834,084.00) or so much thereof as may be necessary to pay the salaries, per diem and expenses of the members of the Oklahoma House of Representatives, the salaries of the employees of the Oklahoma House of Representatives, and other necessary expenses. Claims and payrolls filed against the appropriation made to the Oklahoma House of Representatives for the fiscal year ending June 30, 2010, shall be approved by the Speaker of the House of Representatives.

     SECTION 50.      There is hereby appropriated to the Legislative Service Bureau from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Three Million Five Hundred Thirty-seven Thousand One Hundred Fifty-three Dollars ($3,537,153.00) or so much thereof as may be necessary to perform the duties imposed upon the Legislative Service Bureau by law.

     SECTION 51.      There is hereby appropriated to the Legislative Service Bureau from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2008, the sum of Two Million Dollars ($2,000,000.00) or so much thereof as may be necessary to perform the duties imposed upon the Legislative Service Bureau by law.

     SECTION 52.      There is hereby appropriated to the Office of the Lieutenant Governor from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Six Hundred Thirteen Thousand Four Hundred Twenty-five Dollars ($613,425.00) or so much thereof as may be necessary to perform the duties imposed upon the Office of the Lieutenant Governor by law.

     SECTION 53.      There is hereby appropriated to the Oklahoma Merit Protection Commission from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Six Hundred Thirteen Thousand Six Hundred Eighty-four Dollars ($613,684.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Merit Protection Commission by law.

     SECTION 54.      There is hereby appropriated to the Military Department of the State of Oklahoma from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Twelve Million Two Hundred Fifty-one Thousand Five Hundred Fifty-nine Dollars ($12,251,559.00) or so much thereof as may be necessary to perform the duties imposed upon the Military Department of the State of Oklahoma by law.

     SECTION 55.      There is hereby appropriated to the Office of Personnel Management from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Four Million Five Hundred Forty-nine Thousand Three Hundred Twenty Three Dollars ($4,549,323.00) or so much thereof as may be necessary to perform the duties imposed upon the Office of Personnel Management by law.

     SECTION 56.      There is hereby appropriated to the Office of the Secretary of State from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Three Hundred Fifty-three Thousand Eight Hundred Eighty-one Dollars ($353,881.00) or so much thereof as may be necessary to perform the duties imposed upon the Office of the Secretary of State by law.

     SECTION 57.      There is hereby appropriated to the Oklahoma State Senate from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the following amount, or so much thereof as may be necessary to pay monthly salaries, per diem, and expenses of the members of the Senate and the salaries of the Secretary of the Senate and employees, and such contingent expenses as may be ordered paid there from, including the preparation and printing of the journals and calendars of the Senate, and including the preparation and printing of the permanent journals thereof, in accordance with the following amount herein set forth:

For expenses of personal services (including retirement and insurance costs), including those of members, and employees of the Senate, and expenses of maintenance and operation, including travel expenses, supplies, materials, printing, equipment, and printing of permanent journals and for the renovation and modification of the Senate area $13,670,186.00

     SECTION 58.      There is hereby appropriated to the Oklahoma Space Industry Development Authority from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Four Hundred Ninety Three Thousand Two Hundred Sixteen Dollars ($493,216.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Space Industry Development Authority by law.

     SECTION 59.      There is hereby appropriated to the Oklahoma Tax Commission from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Forty-four Million Seven Hundred Three Thousand Seven Hundred Twenty-three Dollars ($44,703,723.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Tax Commission by law.

     SECTION 60.      From the appropriation made in Section 59 of this act, the Oklahoma Tax Commission shall pay an amount not to exceed One Hundred Fifty-eight Thousand Six Hundred Fifty Dollars ($158,650.00) for the personal services and other operating expenses of the Office of the State Auditor and Inspector in performing audits of the Oklahoma Tax Commission and motor license agents as required by law.

     SECTION 61.      From the appropriation made in Section 59 of this act, the Oklahoma Tax Commission shall pay an amount not to exceed Four Hundred Forty-six Thousand One Hundred Four Dollars ($446,104.00) to the Oklahoma State University Center for Local Government Technology for the performance of its duties as required by statute.

     SECTION 62.      There is hereby appropriated to the Office of the State Treasurer from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Four Million Two Hundred Forty-one Thousand Nine Hundred Fifty Dollars ($4,241,950.00) or so much thereof as may be necessary to perform the duties imposed upon the Office of the State Treasurer by law.

     SECTION 63.      There is hereby appropriated to the Office of the State Treasurer from any monies not otherwise appropriated from the Special Cash Fund of the State Treasury, the sum of One Hundred Thousand Dollars ($100,000.00) or so much thereof as may be necessary to pay for state land reimbursements.

     SECTION 64.      The Department of Transportation is hereby authorized to expend during the fiscal year ending June 30, 2010, from the Transportation Fund of the State Treasury, the sum of Two Hundred Eight Million Seven Hundred Forty-one Thousand Three Hundred Fourteen Dollars ($208,741,314.00) or so much thereof as may be necessary to perform the duties imposed upon the Department of Transportation by law. Said authorization shall be transferred to the State Highway Construction and Maintenance Fund and shall be expended in the same manner and for the same purposes as provided by law for other monies accruing to the credit of the State Highway Construction and Maintenance Fund.

SUBCOMMITTEE ON HEALTH AND HUMAN SERVICES

     SECTION 65.      There is hereby appropriated to the Department of Mental Health and Substance Abuse Services from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of One Hundred Ninety-four Million Five Hundred Twenty-nine Thousand Eighty Dollars ($194,529,080.00) or so much thereof as may be necessary to perform the duties imposed upon the Department of Mental Health and Substance Abuse Services by law.

     SECTION 66.      There is hereby appropriated to the Department of Mental Health and Substance Abuse Services from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2008, the sum of Five Million Dollars ($5,000,000.00) or so much thereof as may be necessary to perform the duties imposed upon the Department of Mental Health and Substance Abuse Services by law.

     SECTION 67.      There is hereby appropriated to the State Department of Health from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Seventy-three Million Thirty Thousand Two Hundred Seventy-eight Dollars ($73,030,278.00) or so much thereof as may be necessary to perform the duties imposed upon the State Department of Health by law.

     SECTION 68.      There is hereby appropriated to the University Hospitals Authority from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Thirty-three Million One Hundred Seventy-six Thousand Six Hundred Fifty-nine Dollars ($33,176,659.00) or so much thereof as may be necessary to perform the duties imposed upon the University Hospitals Authority by law.

     SECTION 69.      There is hereby appropriated to the Oklahoma Health Care Authority from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Five Hundred Eighty-one Million Forty Thousand Four Hundred Twelve Dollars ($581,040,412.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Health Care Authority by law.

     SECTION 70.      There is hereby appropriated to the Oklahoma Health Care Authority from any monies not otherwise appropriated from the Special Cash Fund of the State Treasury, the sum of Fifty-eight Million One Hundred Forty-six Thousand Eighty Dollars ($58,146,080.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Health Care Authority by law.

     SECTION 71.      There is hereby appropriated to the Oklahoma Health Care Authority from any monies not otherwise appropriated from the Tobacco Settlement Fund of the State, the sum of Twenty-four Million One Hundred Fifty Thousand Dollars ($24,150,000.00) or so much thereof as may be necessary to perform the duties imposed upon the Health Care Authority by law.

     SECTION 72.      There is hereby appropriated to the J.D. McCarty Center for Children with Developmental Disabilities from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Four Million Eighty-nine Thousand Three Hundred Eighty-nine Dollars ($4,089,389.00) or so much thereof as may be necessary to perform the duties imposed upon the J.D. McCarty Center for Children with Developmental Disabilities by law.

     SECTION 73.      There is hereby appropriated to the Oklahoma Department of Veterans Affairs from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Forty Million Two Hundred Eighty-two Thousand Six Hundred Dollars ($40,282,600.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Department of Veterans Affairs by law.

     SECTION 74.      There is hereby appropriated to the Oklahoma Commission on Children and Youth from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Two Million Four Hundred Eighty Thousand Two Hundred Thirty-two Dollars ($2,480,232.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Commission on Children and Youth by law.

     SECTION 75.      There is hereby appropriated to the Office of Disability Concerns from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Three Hundred Ninety-two Thousand Seven Hundred Sixty-nine Dollars ($392,769.00) or so much thereof as may be necessary to perform the duties imposed upon the Office of Disability Concerns by law.

     SECTION 76.      There is hereby appropriated to the Oklahoma Human Rights Commission from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Six Hundred Sixty-four Thousand Sixty-one Dollars ($664,061.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Human Rights Commission by law.

     SECTION 77.      There is hereby appropriated to the Department of Human Services from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Four Hundred Eighteen Million Three Hundred Fifty-six Thousand Four Hundred Seventy-three Dollars ($418,356,473.00) or so much thereof as may be necessary to perform the duties imposed upon the Department of Human Services by law.

     SECTION 78.      There is hereby appropriated to the Department of Human Services from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2008, the sum of Fifty Million Dollars ($50,000,000.00) or so much thereof as may be necessary to perform the duties imposed upon the Department of Human Services by law.

     SECTION 79.      There is hereby appropriated to the Department of Human Services from any monies not otherwise appropriated from the Special Cash Fund of the State Treasury, the sum of Ten Million Dollars ($10,000,000.00) or so much thereof as may be necessary to perform the duties imposed upon the Department of Human Services by law.

     SECTION 80.      There is hereby appropriated to the State Department of Rehabilitation Services from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Thirty Million Fifty-three Thousand Seven Hundred Seventy Dollars ($30,053,770.00) or so much thereof as may be necessary to perform the duties imposed upon the State Department of Rehabilitation Services by law.

     SECTION 81.      There is hereby appropriated to the Oklahoma Indian Affairs Commission from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Two Hundred Forty Thousand Three Hundred Seventy-three Dollars ($240,373.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Indian Affairs Commission by law.

     SECTION 82.      There is hereby appropriated to the Office of Juvenile Affairs from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of One Hundred Nine Million Six Hundred Eighty-nine Thousand Nine Hundred Nine Dollars ($109,689,909.00) or so much thereof as may be necessary to perform the duties imposed upon the Office of Juvenile Affairs by law.

     SECTION 83.      There is hereby appropriated to the Office of Juvenile Affairs from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2008, the sum of Two Million Dollars ($2,000,000.00) or so much thereof as may be necessary to perform the duties imposed upon the Office of Juvenile Affairs by law.

SUBCOMMITTEE ON NATURAL RESOURCES AND REGULATORY SERVICES

     SECTION 84.      There is hereby appropriated to the Oklahoma Department of Agriculture, Food, and Forestry from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Twenty-five Million Five Hundred Fifty-eight Thousand Fifty-eight Dollars ($25,558,058.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Department of Agriculture, Food, and Forestry by law.

     SECTION 85.      There is hereby appropriated to the Oklahoma Department of Agriculture, Food, and Forestry from any monies not otherwise appropriated from the Special Cash Fund of the State Treasury, the sum of Seven Million Dollars ($7,000,000.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Department of Agriculture, Food, and Forestry by law.

     SECTION 86.      There is hereby appropriated to the Oklahoma Department of Commerce from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Thirty-two Million Seven Hundred Eighty-one Thousand Eighty-eight Dollars ($32,781,088.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Department of Commerce by law.

     SECTION 87.      There is hereby appropriated to the Oklahoma Conservation Commission from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Nine Million Five Hundred Seventy-two Thousand Four Hundred Fifty-five ($9,572,455.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Conservation Commission by law.

     SECTION 88.      There is hereby appropriated to the Department of Consumer Credit from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Six Hundred Twenty-two Thousand Two Hundred Nine Dollars ($622,209.00) or so much thereof as may be necessary to perform the duties imposed upon the Department of Consumer Credit by law.

     SECTION 89.      There is hereby appropriated to the Corporation Commission from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Eleven Million Six Hundred Five Thousand Six Hundred Eighty-eight Dollars ($11,605,688.00) or so much thereof as may be necessary to perform the duties imposed upon the Corporation Commission by law.

     SECTION 90.      There is hereby appropriated to the Department of Environmental Quality from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Nine Million Two Hundred Ninety-seven Thousand One Hundred Twenty-nine Dollars ($9,297,129.00) or so much thereof as may be necessary to perform the duties imposed upon the Department of Environmental Quality by law.

     SECTION 91.      There is hereby appropriated to the Oklahoma Historical Society from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Fourteen Million Two Hundred Fifty-three Thousand Thirty-four Dollars ($14,253,034.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Historical Society by law.

     SECTION 92.      There is hereby appropriated to the Oklahoma Horse Racing Commission from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Two Million Four Hundred Eighty-two Thousand Six Hundred Ninety-eight Dollars ($2,482,698.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Horse Racing Commission by law.

     SECTION 100.      There is hereby appropriated to the Oklahoma Tourism and Recreation Department from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Twenty-five Million Nine Hundred Nine Thousand Four Hundred Six Dollars ($25,909,406.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Tourism and Recreation Department by law.

     SECTION 101.      There is hereby appropriated to the Oklahoma Water Resources Board from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Six Million Five Hundred Twenty-five Thousand Four Hundred Seventeen Dollars ($6,525,417.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Water Resources Board by law.

     SECTION 102.      There is hereby appropriated to the Will Rogers Memorial Commission from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Eight Hundred Sixty-eight Thousand Three Hundred Forty-three Dollars ($868,343.00) or so much thereof as may be necessary to perform the duties imposed upon the Will Rogers Memorial Commission by law.

     SECTION 105.      There is hereby appropriated to the Oklahoma State Bureau of Investigation from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Seventeen Million One Hundred Seven Thousand Twenty-nine Dollars ($17,107,029.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma State Bureau of Investigation by law.

     SECTION 106.      There is hereby appropriated to the Council on Law Enforcement Education and Training from any monies not otherwise appropriated from the C.L.E.E.T. Fund for the fiscal year ending June 30, 2010, the sum of Three Million Three Hundred Fourteen Thousand Forty-seven Dollars ($3,314,047.00) or so much thereof as may be necessary to perform the duties imposed upon the Council on Law Enforcement Education and Training by law.

     SECTION 107.      There is hereby appropriated to the Council on Law Enforcement Education and Training from any monies not otherwise appropriated from the C.L.E.E.T.      SECTION 110.      There is hereby appropriated to the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Four Million Two Hundred Ninety-nine Thousand Seven Hundred Twenty-two Dollars ($4,299,722.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control by law.

     SECTION 111.      There is hereby appropriated to the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2008, the sum of Two Million Dollars ($2,000,000.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control.

     SECTION 112.      There is hereby appropriated to the Pardon and Parole Board from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Two Million Five Hundred Twenty-three Thousand Four Hundred Eighteen Dollars ($2,523,418.00) or so much thereof as may be necessary to perform the duties imposed upon the Pardon and Parole Board by law.

     SECTION 113.      There is hereby appropriated to the Department of Public Safety from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Ninety Million Eight Hundred Thirty-nine Thousand Six Hundred Eighty-six Dollars ($90,839,686.00) or so much thereof as may be necessary to perform the duties imposed upon the Department of Public Safety by law.

     SECTION 114.      There is hereby appropriated to the Office of the Attorney General from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Thirteen Million Seven Hundred Twenty-two Thousand Two Hundred Thirty-four Dollars ($13,722,234.00) or so much thereof as may be necessary to perform the duties imposed upon the Office of the Attorney General by law.

     SECTION 115.      For the fiscal year ending June 30, 2010, the Office of the Attorney General is authorized to transfer an amount not to exceed Three Hundred Twenty Thousand Four Hundred Thirty Dollars ($320,430.00) from the Office of the Attorney General’s Evidence Fund (700 Fund), created by Section 19 of Title 74 of the Oklahoma Statutes to the Office of the Attorney General’s Revolving Fund (200 Fund) created by Section 20 of Title 74 of the Oklahoma Statutes.

     SECTION 116.      There is hereby appropriated to the District Attorneys Council from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Thirty-nine Million Eight Hundred Twenty-two Thousand Seven Hundred Ninety-five Dollars ($39,822,795.00) or so much thereof as may be necessary to perform the duties imposed upon the district attorneys and the District Attorneys Council by law. Of the funds appropriated herein, the District Attorneys Council shall transfer up to the sum of Four Hundred Ninety-one Thousand Fourteen Dollars ($491,014.00) or so much thereof as may be required by the district attorneys and District Attorneys Council to the District Attorneys Evidence Fund for necessary expenses relative to any case within the official responsibility of the offices of the district attorneys as provided by Section 215.40 of Title 19 of the Oklahoma Statutes.

     SECTION 117.      For the fiscal year ending June 30, 2010, the District Attorneys Council is authorized to transfer an amount not to exceed One Million Dollars ($1,000,000.00), on an as-needed basis, from the Crime Victims Compensation Revolving Fund created by Section 142.17 of Title 21 of the Oklahoma Statutes to the Sexual Assault Examination Fund created by Section 142.20 of Title 21 of the Oklahoma Statutes.

     SECTION 118.      For the fiscal year ending June 30, 2010, up to Seven Hundred Seventy-five Thousand Dollars ($775,000.00) is authorized to be transferred from the Crime Victims Compensation Revolving Fund, created by Section 142.17 of Title 21 of the Oklahoma Statutes to the District Attorneys Council to support the Crime Victims Compensation Board.

     SECTION 119.      For the fiscal year ending June 30, 2010, up to One Million Three Hundred One Thousand Three Hundred Seventy-five Dollars ($1,301,375.00) is authorized to be transferred from the Crime Victims Compensation Revolving Fund, created by Section 142.17 of Title 21 of the Oklahoma Statutes, to the District Attorneys Council for duties to support Victim-Witness Services.

     SECTION 120.      There is hereby appropriated to the Court of Criminal Appeals from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Three Million Three Hundred Four Thousand Five Hundred Fifty-one Dollars ($3,304,551.00) or so much thereof as may be necessary to perform the duties imposed upon the Court of Criminal Appeals by law.

     SECTION 121.      There is hereby appropriated to the Supreme Court from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Sixteen Million Six Hundred Ninety-nine Thousand Nine Hundred Ninety-six Dollars ($16,699,996.00) or so much thereof as may be necessary to perform the duties imposed upon the Supreme Court or Court of Civil Appeals by law.

     SECTION 122.      There is hereby appropriated to the Supreme Court from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Eight Hundred Sixty-seven Thousand Nine Hundred Forty-five Dollars ($867,945.00) to transfer to the Legal Services Revolving Fund created pursuant to subsection G of Section 921.1 of Title 12 of the Oklahoma Statutes.

     SECTION 123.      There is hereby appropriated to the Supreme Court from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2008, the sum of Three Hundred Thousand Dollars ($300,000.00) or so much thereof as may be necessary to perform the duties imposed upon the Supreme Court by law.

     SECTION 124.      The Supreme Court is hereby authorized to expend during the fiscal year ending June 30, 2010, from the State Judicial Revolving Fund of the State Treasury, the sum of Thirty-four Million Dollars ($34,000,000.00) or so much thereof as may be necessary for the financial support of the District Courts.

     SECTION 125.      There is hereby appropriated to the Supreme Court from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Twenty Million Three Thousand Forty Dollars ($20,003,040.00) or so much thereof as may be necessary to perform the duties imposed upon the District Courts by law.

     SECTION 126.      There is hereby appropriated to the Council on Judicial Complaints from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Two Hundred Sixty-eight Thousand Forty Dollars ($268,040.00) or so much thereof as may be necessary to perform the duties imposed upon the Council on Judicial Complaints by law.

     SECTION 127.      There is hereby appropriated to the Workers’ Compensation Court from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Five Million Fifty-five Thousand Nine Hundred Sixty-six Dollars ($5,055,966.00) or so much thereof as may be necessary to perform the duties imposed upon the Workers’ Compensation Court by law.

     SECTION 128.      There is hereby appropriated to the Oklahoma Indigent Defense System from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Fifteen Million Seven Hundred Twenty Thousand Seven Hundred Eighty-five Dollars ($15,720,785.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Indigent Defense System by law.

     SECTION 129.      There is hereby appropriated to the Oklahoma Indigent Defense System from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2009, the sum of Thirteen Thousand Two Hundred Thirty-seven Dollars ($13,237.00) or so much thereof as may be necessary to perform the duties imposed upon the Oklahoma Indigent Defense System by law.

     SECTION 130.      There is hereby appropriated to the Department of Corrections from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2008, the sum of Fifty Million Dollars ($50,000,000.00) or so much thereof as may be necessary to perform the duties imposed upon the Department of Corrections by law.

     SECTION 131.      There is hereby appropriated to the Department of Corrections from any monies not otherwise appropriated from the General Revenue Fund of the State Treasury for the fiscal year ending June 30, 2010, the sum of Four Hundred Fifty-three Million Dollars ($453,000,000.00) or so much thereof as may be necessary to perform the duties imposed upon the Department of Corrections by law.

     SECTION 132.      This act shall become effective July 1, 2009.
