SENATE BILL NO. 110
AN ACT making an appropriation to the State Board of Public Affairs; stating the purpose; providing
for the salary of the surplus property agent and other expenses; providing for the appointment and
compensation of other employees; making the appropriation nonfiscal; making the provisions of this
Act severable; and declaring an emergency.
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
Section 1.   Appropriation-Purpose. There is hereby appropriated to the
State Board of Public Affairs from the General Revenue Fund in the State
Treasury for the fiscal years indicated, not otherwise appropriated, the follow-
ing amounts or so much thereof as may be necessary for the purposes speci-
fied to carry out the various activities of the State Board of Public Affairs,
as presecribed by law and indicated in the following schedule:

Section 2. Surplus Property Agent-Salary-Officials and Employees-
Duties and Compensation. The salary of the Surplus Property Agent and such
other expenses, including personal services, as may be incurred by the office
of the Surplus Property Agent shall be payable from any appropriation
heretofore or hereafter made to the State Board of Public Affairs. The State
Board of Public Affairs shall appoint and fix the duties and compensation of
other officials and employees necessary to perform the duties imposed upon
said Board by law, and shall incur other necessary expenses, payable from the
appropriations made for such purposes.
Section 3. Appropriation Nonfiscal. The appropriations made by this
Act shall not be subject to fiscal year limitations and shall be available for
expenditure and encumbrance purposes for a period of thirty (30) months
from the date this Act is approved.
Section 4.   Provisions Severable. The provisions of this Act are severable,
and if any part or provision hereof shall be held void, the decision of the court
so holding shall not affect or impair any of the remaining parts or provisions
of this Act.
